Taking the keys, the deed, and mutation

What to check on handover day, and what the sub-registry and the land office will ask for afterwards.

Where handover has got to

Construction of Block ‘A’ — 79 buildings — is largely complete, and the project office has said keys to roughly four thousand flats have been handed to allottees. Blocks ‘B’ and ‘C’ are behind.

So if you are collecting keys now, several thousand people have been through the same process ahead of you. Asking neighbours in your own building is often faster than queuing at an office.

What to check on the day

Walk the flat before you sign for it. A defect recorded in writing at handover and the same defect raised six months later do not carry the same weight.

  • Every electrical point, switch and the distribution board — that power actually reaches all of them.
  • Water to all four bathrooms and the kitchen: flush, taps, and any seepage below.
  • Doors and windows close and lock; veranda grilles and railings are sound.
  • Cracks, damp patches, gaps in the tiling.
  • Meter numbers — electricity, water, gas — written down and photographed, with their readings.
  • Flat number, floor and unit match the allotment letter exactly.

Photograph what you find, with the date. If there are defects, get them written onto the handover document — not agreed verbally.

Registering the deed

Holding the keys and holding title are not the same thing. Under RAJUK’s prospectus, possession is given once construction is finished and the pre-possession instalments are paid; the deed comes after the full price is paid, when the allottee executes a lease deed with RAJUK at their own cost. So several years of instalments can sit between the keys and the deed.

Registration costs — stamp duty, registration fee, local government tax — sit outside the price of the flat, so budget for them separately. And from the day of possession, the prospectus puts responsibility for maintaining the flat on the allottee.

What is generally required: the allotment letter, the possession document, proof of every instalment paid, national ID, photographs, and RAJUK’s clearance. Confirm the exact list with your sub-registry office and the RAJUK project office.

Mutation — the last step, and the one people skip

A registered deed is not the end. Until mutation puts your name on the record, the government’s books still show the previous holder. That single missing document is what stops a sale, a bank loan, or an inheritance settlement years later.

After mutation, keep the updated khatian and the land development tax receipts together. A buyer will ask for those first.

Applications are online from 1 September 2026

An urgent RAJUK notice (August 2026) says that from 1 September 2026 the Estate and Land branch services for the Uttara Apartment Project are applied for and decided online, through RAJUK’s e-Plot/Flat Management System. The ones that matter around handover and the deed:

  • Taking possession, and the final survey letter.
  • Permission to register a deed.
  • Mutation by inheritance, and a revised allotment letter.
  • A no-objection certificate for a loan.
  • Refund of security money.

Applicants can follow the file online and download the decision letter. The notice prints the address as www.epms.rajuk.gov.bd; when we checked (October 2026) it was epms.rajuk.gov.bd, without the “www”, that opened.

Common questions

Does taking the keys make me the owner?
No. Handover gives you possession. Under the prospectus the lease deed is executed and registered once the full price is paid, and the government record shows your name only after mutation.
Where do I apply for possession or permission to register the deed?
According to RAJUK’s notice, from 1 September 2026 these applications are made and decided online at epms.rajuk.gov.bd, and the decision letter can be downloaded there.
What if I find defects at handover?
Photograph them and have them written onto the handover document. A verbal complaint leaves no evidence.
Is registration cost included in the flat price?
No. Stamp duty, registration fees and related taxes are separate from the price of the flat.
What goes wrong if I skip mutation?
Your name never reaches the government record, which blocks a later sale, a bank loan, or an inheritance settlement.
